To broadcast a live event you require one computer connected to the camera, sending a signal over the Internet to a server which then re-broadcasts this "video feed"
There are 2 ways to do this:  Push and Pull

Here are the requirements for streaming a live Unicast broadcast via Windows Media Player.  

Workstation requirements:
Windows 2000 or XP and a decent video card
Windows Media Encoder installed. (Free download from Microsoft)
A video camera - Could be a $20 USB unit or a $20,000 multi switch
A microphone - (optional)  Could be a $5 micro or a full studio setup
A high-speed Internet connection with a decent upload speed; static IP preferred

Setting up the workstation to Push to a Windows Media Server on port 80

Setting up the workstation to Pull from the Encoder and broadcast on another port besides 80, which the server then listens for and rebroadcasts.  

Server requirements

Windows 2000 or 2003 server with Windows Media Services installed and running on port 80
High bandwidth upload connection - T1 + suggested.
